As this area has been developed as an integrated unit for a long time, we propose a gradual and long-term development approach based on "Self-Organization" rather than an individualistic method. We will focus on expanding influence to the surrounding areas through interactions based on a small-scale network and unit associations. To support the network and resident committees, we will introduce a company and foundation for the preservation and development of the diversity of cultivated plants, allowing residents to sell the agricultural products they produce in market spaces.

Object of competition
The village of Feldafing occupies an idyllic location next to Starnberg Lake. It boasts natural attractions that include Lenné Park, the lakeside and Rose Island in the east, and striking un-dulating landscape to the west. But the current urban structure of Feldafing has both design and functional deficiencies that need to be countered with targeted re-development and zoning concepts. The relocation of the signal corps training centre
to the south, and the availability of land totalling 31 hectares provide a unique opportunity for new initiatives that will have a positive impact not only on the site itself, but also on the town centre and the surrounding area.
In order to exploit the great potential of the area, the local council initiated the planning process in 2001 with a general public discussion and started a process of civic participation in 2006. The proposal should include an overall urban planning concept with suggested components, which identifies the potential for new construction and increased building density, and results in a unique, multi-use site for residents, the com-munity and the region.
The site where telecommunications school is located near lake starnberg and has been used for military area since 1936. The Closure of the military camp will take place after 2019. While the surrounding area has been developed with the old city center and railway, this area was prohibited to access for ordinary people for 80 years and was excluded for development. Accordingly the urban organization and composition had apparent difference with other areas and old military camp and large sized buildings show its unique atmosphere. Since 2001 the community has been grappling with planning issues.
Due to long temporal severance with adjacent area, this site came to have special possibilities different from other areas near lake starnberg. Because of regional features of military facility, prohibition of ordinary access and restriction of development, the wetland and forest were kept well. And, all sites were developed for military facilities and the size and density of buildings are unique too. The accommodation building „sturmblockhaus“, which is designated as preservation building was built well in line with the topographic height demonstrating unique and harmonious atmosphere.
Despite locational merit as being adjacent to lake starnberg, it is very limited to view the lake except for higher area in the site. Although forest and wetland are preserved well, they were not used efficiently, but became factors to make the site exclusive. As such, it is not accessible from adjacent area because of long time use of military facility. Old military buildings and military accommodation buildings which were designated as preservation buildings make it difficult to development.
For a long time, this site has been development as one unit including road, building and natural environment. Accordingly, it is unsuitable to apply individual development method or urban composition to this site which may be harm for regional characteristics. Therefore, we intend to use and preserve nature, topography, building and road system in a gradual and efficient way. For this purpose, we will adopt a long-term development method for residents to develop this place independently.
